What Is GSA OASIS+ Phase II?
GSA OASIS+ (One Acquisition Solution for Integrated Services Plus) is the government-wide, multi-award IDIQ contract for complex professional services. Phase II launched January 12, 2026, adding five new domains to all six contract pools and opening the on-ramp to continuous submissions. With no contract ceiling and no cap on awards, it's the single most important professional services vehicle in the federal marketplace.
"The best time to get on OASIS+ was 2022. The second best time is right now. Phase II is your on-ramp window — don't wait."

The Six Contract Pools
OASIS+ Phase II offers contract positions in six distinct pools, allowing firms of all sizes and ownership structures to compete:
- Unrestricted: All firms — large and small businesses compete together.
- Total Small Business: Small businesses only — prime and all significant subcontractors must be small.
- 8(a) Small Business: HUBZone, WOSB, SDVOSB-owned small businesses meet additional eligibility.
- Women-Owned Small Business (WOSB): Majority women-owned firms in applicable NAICS codes.
- HUBZone: Historically underutilized business zone-certified small businesses.
- Service-Disabled Veteran-Owned Small Business (SDVOSB): Service-disabled veteran-owned firms.
The Scoring Framework: How You Qualify
OASIS+ Phase II uses a self-scoring model with 50 total points available. You must meet minimum thresholds to receive an award:
- Unrestricted Pool: 42+ out of 50 credits required.
- All Small Business/Socioeconomic Pools: 36+ out of 50 credits required.
Credits come from:
- Relevant past federal contract experience (prime and subcontract)
- Demonstrated past performance in your chosen domains
- Key personnel qualifications and experience
- Professional certifications and clearances
- Company capability and capacity
Why This Matters Right Now
Three reasons to prioritize OASIS+ Phase II immediately:
- No Ceiling: Unlimited task order opportunity. Unlike GSA's older vehicles (GSA MAS, Alliant) with defined ceilings, OASIS+ has no cap. Agencies are actively shifting spend to OASIS+ because of its scale.
- Continuous On-Ramp: OASIS+ Phase II is open for continuous submissions. You do not face a hard deadline. However, GSA could close or amend the on-ramp window at any time — early positioning is a strategic advantage.
- Vehicle Consolidation: GSA is consolidating multiple professional services vehicles into OASIS+. Many agencies are transitioning spending from agency-specific IDIQs and legacy GWACs to OASIS+. Early OASIS+ positioning maximizes future task order pipeline.

Frequently Asked Questions
What is the difference between OASIS+ Phase I and Phase II?
Phase I (original OASIS+) launched with 8 domains and opened for initial awards. Phase II, launched January 12, 2026, adds 5 new domains (Financial Services, Business Administration, Human Capital, Marketing/PR, Social Services) to all six pools — expanding the total to 13 domains. The on-ramp is now continuously open, meaning you can submit at any time.
Is there a deadline to get on OASIS+ Phase II?
No fixed deadline. OASIS+ operates on continuous submission — you submit when ready and GSA evaluates your offer on a rolling basis. However, GSA could close or amend the on-ramp at any time, so earlier is better. Submitting now ensures your spot before any future modifications.
How many credits do I need to qualify for OASIS+ Phase II?
Unrestricted pool: 42+ out of 50 credits. All five small business/socioeconomic pools: 36+ out of 50 credits. Credits come from relevant experience, past performance, key personnel, and certifications. FedBiz Solutions can help assess your credit potential.
Can my company be on multiple OASIS+ pools?
Yes. You may submit to as many pools as you qualify for. Many firms hold OASIS+ in the Unrestricted pool AND a small business pool. Each pool requires a separate submission and assessment.
What domains should I register for on OASIS+?
You should register for every domain where you have qualifying past performance. More domains means more task order opportunities. FedBiz Solutions can help you assess which domains your past performance supports and recommend optimal domain selection.
How do task order competitions work on OASIS+?
Once you hold an OASIS+ contract, ordering agencies issue RFQs (Requests for Quotes) to contract holders in specific pools and domains. You respond competitively with a technical approach and price. Task order competition is where the real revenue is won — the base contract is just your entry ticket.
Does OASIS+ replace other professional services vehicles?
Over time, yes. GSA is consolidating spend through OASIS+. Many agencies are transitioning spending from agency-specific IDIQs, GWACs like the older OASIS and Alliant 2, and direct acquisitions to OASIS+. Early positioning is critical for future market share.
