Federal RFP FAQs

Everything you need to know about federal solicitations, IDIQs, set-asides, and pre-solicitation strategy.

What is SAM.gov and how do I search for federal solicitations?
SAM.gov (System for Award Management) is the official U.S. government platform for federal procurement. All government solicitations are posted there. You can create a free account, set up saved searches by NAICS code, agency, or keyword, and receive email notifications when new opportunities are posted. Every profile on this page links directly to the relevant SAM.gov opportunity.
What is a pre-solicitation and how early should I start capture?
A pre-solicitation (or draft RFP) is posted before the final solicitation drops. It signals agency intent and gives contractors time to ask questions and shape the final solicitation language. Smart contractors start capture — market research, competitor analysis, teaming discussions — as soon as a pre-solicitation appears. Waiting until the final RFP drops puts you 30–90 days behind the competition.
How do I know if a solicitation is right for my company?
Look at three things: (1) NAICS code match — does it align with your certified business classification? (2) Set-aside type — are you eligible (e.g., 8(a), small business, HUBZone)? (3) Experience requirement — does your past performance meet the PWS or contract scope? Each profile on this page covers all three to help you decide quickly.
What does IDIQ mean and why do contractors pursue them?
IDIQ stands for Indefinite Delivery / Indefinite Quantity. It's a multi-year agreement where the government orders services at set rates but with flexible quantity and timing. IDIQs are highly valued because they provide contract security and ongoing revenue. Winning an IDIQ means consistent task order opportunities for years.
How do set-asides like 8(a), HUBZone, and SDVOSB affect my strategy?
Set-asides reserve contract opportunities for specific business types. If you qualify for a set-aside, you compete only against firms in the same category — a massive competitive advantage. If you don't qualify, you'll compete against all offerors including large businesses. Certifications like 8(a), WOSB, HUBZone, and SDVOSB are worth pursuing early and tracking carefully.
What is the difference between a prime contractor and a subcontractor?
A prime contractor holds the direct contract with the government and is fully accountable for performance. A subcontractor works under the prime to provide specific capabilities. New contractors often enter federal work as subs to build past performance before pursuing prime contracts. Both roles can be strategic depending on your firm's stage of growth.
